Yes. Portfolio health can filter to over-budget projects and to risks that are still pending approval.
Do completed projects use a project slot?
The plan cap counts planning, active, and on-hold projects. Completed and cancelled projects are excluded.
Can sponsors see this?
Staff with access see the portfolio. External sponsors see the portal pages you publish, not the internal health screen.
